Outbreak Perfected is an old Exotic Kinetic Pulse Rifle from Destiny 1. It's a quite dangerous weapon due to its unique perks that allow it to deal impressive amounts of damage.
In PvE, it's good both for clearing weak monsters and dealing damage to the majors and bosses. This weapon creates nanite SIVA swarms on rapid hits and precision kills. After nanites attach to enemies, they are increasing the damage of Outbreak Prime. So if you're shooting the boss or a major, nanites will be there for you almost 100% of the time.
In PvP, this is a very reliable and robust weapon. Pulse Rifles are already powerful in the Crucible, but this weapon takes it to another level. Just like in PvE, nanites are increasing the damage of this weapon if they're attached to the enemy guardian, which will allow you to kill enemies with two bursts. No other 450 RPM pulse rifle can make this happen.
P.S. Destiny 2 community has found a hidden perk on this weapon! It's Destiny 1 perk called "Persistence" which greatly increases accuracy as you fire the weapon.
